Body Armor Outlet began in 2004 as an online distributer for used ballistic armor. It was founded by Raymond Luciano Bellia while attending college at The University of New Haven in Connecticut. Recognizing the national economic condition, Raymond started a “buyback” program and began liquidating the outdated ballistic vests of law enforcement establishments nationwide, and fitting their officers with new, affordable, top-of-the-line body armor at a fraction of his competitors’ costs.
